Following a licence review of Mr Liang Song’s Personal Management Licence (“PML”), The Commission determined the Licensee breached paragraph 1 of the general conditions attached to personal licences under Section 75 of the Gambling Act 2005 (“the Act”) and issued him with a warning under section 117(1)(a) of the Act.

As the PML holder acting as Chief Executive Officer for Taichi Tech Limited (“the Licensed Entity”) with responsibility for the management and direction of the business and ensuring compliance with all regulatory obligations, Mr Song failed to take all reasonable steps to ensure the Licensed Entities compliance with:

  • Licence condition (“LC”) 12.1.1 – Anti-Money Laundering (“AML”) – Prevention of money laundering and terrorist financing (Paragraphs 2 and 3)
  • Social responsibility code provision (“SRCP”) 3.4.3 – Remote customer interaction (Paragraphs 1, 4, 5, 8, 9, 11, 12 and 13)

Mr Song has been open and transparent throughout the Commission’s engagement with him.
