What is a sanction?
When a licence holder has not followed rules and regulations aimed at ensuring gambling is fair, safe and crime-free, we can take action and impose the following sanctions:
- Give the licensee a warning
- Add, remove, or amend a condition to the licence
- Suspend a licence
- Revoke a licence
- Impose a financial penalty

Details of action
Following a licence review, the Commission determined to revoke the Personal Management Licence (PML) of Mr Adrian John Moore (“the Licensee”) under section 119(1) of the Gambling Act 2005.
The Commission found that:
- The Licensee breached a condition of his personal licence, in that he failed to notify the Commission within 10 working days of a number of key events, namely:
- his subjection to a criminal investigation which is listed under Schedule 7 - Relevant Offences of the Gambling Act 2005
- the imposition of a disciplinary sanction against them, including dismissal, for gross misconduct.
The circumstances leading to the Licensee’s dismissal are inconsistent with the first licensing objective of preventing gambling being a source of crime or disorder, being associated with crime or disorder, or being used to support crime
The Licensee failed to cooperate with the Commission during the course of the licence review.
